global impact. Posting Summary Rutgers, The State University of New
Jersey, is seeking a Director of Human Resources for the
Chancellor's Office of Rutgers-New Brunswick (RU-NB). Reporting to
the Executive Vice Chancellor for Administration and Planning, the
Director of Human Resources for the Chancellor's Office of
Rutgers-New Brunswick (RU-NB), works with schools,
centers/institutes, administrative divisions, and auxiliary units
as a central point of contact for operational and business
processes related to human resources and payroll. In addition to
directly managing the aforementioned functions, this individual
will serves as a resource to problem solve and offer guidance to
campus constituents. Among the key duties of this position are the
following:
--- Work collaboratively and seamlessly with University Human
Resources ( UHR ) to implement HR policies, services, and new
initiatives across RU-New Brunswick.
--- Delivers exceptional customer service, offers advice on
employee relations matters, liaises with UHR on policy and
operational matters as appropriate, and provides accurate and
timely administration of personnel policies and programs.
--- Drives a culture of performance and talent management across
the campus, leads with integrity, and maintains the highest
standards of confidentiality.
--- Works closely with the Office of Labor Relations to manage the
compliance with the applicable collective bargaining agreements,
provide support and consultation on progressive discipline and
labor disputes, and act as step 3 grievance hearing officer when
required.
--- Serves as a strategic partner and liaison for human resource
and payroll functions across all RU-NB units.
--- Serves as a central point of contact with University Human
Resources.
--- In partnership with UHR , develops and implements a human
resource framework for RU-NB, which would include career pathways
and professional development for staff, to better support and
retain staff across RU-NB.
--- Serves as the central coordination on human resource/payroll
processes across RU-NB.
--- Prepares appointment letters, new employee onboarding,
interacts with managers to provide consultative support including
reinforcing University policies and procedures, managing review,
and approval of key transactions across RU-NB.
--- Conducts and manages analysis and analytics to better
understand activities and opportunities.
--- Manages and implements merit program for faculty, staff, and
senior executives in collaboration with the Chancellor's Executive
Cabinet and RU-NB Budget and Financial team.
--- Works closely with a cross-functional team of professionals,
including UHR , Labor Relations, Academic Labor Relations, to
deliver HR services and manage issues collaboratively.
--- Creates networks and communities for critical functions across
NB.
--- Develops framework and tools for managing change across NB and
within units.
--- Develops and coordinates training
--- Supports supervisors in managing employee performance issues,
facilitate discussion and resolution of individual and group
employee and labor relations issues and conflicts.
--- Interfaces with units to ensure compliance with relevant
government regulations and University policy, e.g., accommodations,
leaves, Equal Employment Opportunities ( EEO ), National Labor
Relations Act ( NLRA ), Occupational Safety and Health
Administration ( OSHA )
--- Advises units in working through complex issues such as
restructuring, reclassifications, reorganizations, and provides
guidance on realignment opportunities and implications.
--- Maintains up-to-date organizational charts for administrative
functions and employee rosters for units in RU-NB. Position Status

Bachelor's degree in a related field.
--- A minimum of seven (7) years of progressive experience working
in one or more human resources functional areas.
Certifications/Licenses Required Knowledge, Skills, and Abilities
--- Management experience, in particular within the human resources
field.
--- Experience with Applicant Tracking Systems
--- Demonstrated working knowledge of all HR functions, laws, and
practices.
--- Demonstrated experience working as a strategic partner in a
relationship-oriented environment and client service mindset.
--- Demonstrated successful experience working within a matrixed
organization.
--- Demonstrated strong oral and written communications skills;
able to confidently present to small and large groups.
--- Demonstrated ability to work successfully at all levels of a
large organization.
--- Experience leading high-profile projects.
--- Demonstrated ability to manage multiple, competing priorities
and deadlines.
--- Ability to handle sensitive and confidential documents and
information.
--- Demonstrated ability to carry out objective investigations and
fact-finding inquiry.
--- Ability to carry out the HR responsibility in alignment with
the University's mission and vision statements, HR policy, labor
contract, University guidelines and practices, and principles of
management.
--- Experience with MS Office (Word, Outlook, Excel, Access,
SharePoint or equivalent) and HRIS (i.e. PeopleSoft).
--- Track record that highlights a commitment to diversity,
inclusion, and equity.
--- Understanding of the higher education HR landscape and be adept
to provide guidance on a number of employee relations matters,
including policy, talent management and organizational
effectiveness.
--- Comfortable working effectively, independently,
collaboratively, and at times ambiguously fast-paced environment,
to achieve the NB human capital goals.
--- Ability to translate business needs and priorities into action
through diligent project management and collaborative
communications. Preferred Qualifications --- Professional work
experience in a higher education academic setting. Ideally, working
within a collective bargaining environment in a higher education
setting.
--- Experience with PeopleSoft, Oracle, or HCM cloud-based
solutions
--- PHR / SPHR Certification Physical Demands and Work Environment
